Facebook Ad Sets: The secret to Stop Wasting Money

Hello and welcome to the Bizmartek blog. My name is Shotade Oluwafemi , and today we’re talking about an exciting topic—a problem most small business owners run into with their ads. Worst of all, they don’t even know why.

The problem is relying on one ad set when they are running their ad.

What do I mean? Ads are organized into different layers. We have the campaign level, we have the ad set level, and we have the ad level. But most small business owners embark on this ad setup journey by themselves. And what do they do? They just put up one ad set and probably one content out there, and then they allow it to run.

And when it does not perform, they complain: “Wow, this is a scam! Facebook is just consuming my money,” or “Instagram is consuming my money,” and “I’m not getting results.”

The big mistake is that they are relying on one ad set. Relying on one ad set is just like gambling your entire budget on one single idea or one single content. What happens is that if that one content fails, you will not be able to learn why it fails, and then you’ll be back to square one.

So today, I’m going to be showing you how to set up multiple ad sets in your Facebook or your Instagram ad to get results.

What Makes an Ad “Successful”?

Before you’re able to run a successful ad—and I mean an ad that converts and gives you the kind of results you actually want—it has to meet two criteria.

First, it has to get the result.

Second, it has to get that result at the lowest cost possible.

You have to be getting the result, and Facebook must not be overcharging you for it. This gives you space for your budget to be able to do much more for you.

What is the difference between a Facebook campaign and an ad set?

To understand why your ads might be underperforming, you first need to understand the hierarchy of Meta Ads. Think of the Campaign as your destination—it’s where you define your objective, such as “Sales,” “Leads,” or “Traffic.”

The Ad Set, however, is the engine room. This is the level where the most critical decisions are made:

  • Who sees your ads (Audience targeting).

  • Where they see them (Placements like Instagram Stories or Facebook Feed).

  • How much you pay (Budget and Schedule).

At Bizmartek, we often see clients making the mistake of focusing only on the “creative” (the Ad) while neglecting the Ad Set. If your Ad Set structure is messy, even the best video or image in the world will be shown to the wrong people, leading to “bleeding” ad spend.

How do you structure a Facebook ad set for maximum ROI?

The old way of running ads involved “micro-targeting”—creating dozens of ad sets with tiny, specific interests. In 2026, this actually hurts your performance because it limits the algorithm’s ability to learn.

Bizmartek’s “Power Cluster” Strategy: Instead of 20 tiny ad sets, we consolidate your budget into a Broad-to-Specific Funnel. We typically use:

  1. Broad Ad Set: Targeting only by age, gender, and location. This allows Meta’s AI to find buyers based on how they interact with your content.

  2. Interest/Lookalike Cluster: Grouping 5–10 related interests into a single ad set.

  3. Retargeting Set: Re-engaging people who interacted with your website or social media.

This structure feeds the Meta AI more data, faster, helping you exit the “Learning Phase” and stabilize your ROI.

What is a good starting budget for a Facebook ad set?

Stop guessing your daily spend. Most advertisers fail because they “starve” their ad sets. Meta requires roughly 50 conversions per week per ad set to fully optimize.

The Bizmartek 5x Rule: Your daily budget should be at least 5 times your target Cost Per Acquisition (CPA).

  • If your goal is a lead that costs ₦2,000, your ad set budget should be at least ₦10,000 per day.

  • If you set the budget at ₦1,000, the algorithm won’t have enough “fuel” to find your audience, and your ads will stay stuck in the expensive Learning Phase.

How many ad sets should I have in a Facebook campaign?

Complexity is the enemy of scale. The “Sweet Spot” for most small-to-medium businesses is 3 to 5 ad sets per campaign.

Having too many ad sets causes Liquidity Problems. If you have ₦50,000 a day spread across 20 ad sets, each one only gets ₦2,500. None of them will get enough data to improve. Bizmartek focuses on Power Sets—fewer sets with higher budgets—which allows for cleaner data and prevents “ad fatigue,” where your audience gets tired of seeing the same thing because the segments are too small.

How do I choose the right audience for my Facebook ad sets?

Targeting has evolved. Detailed interest targeting (like “People who like Pizza”) is becoming less effective than behavioral targeting.

At Bizmartek, we prioritize Advantage+ Audiences. This feature uses Meta’s machine learning to find people similar to your previous customers even if they don’t fall into your specific interest “tags.”

  • Our Pro Tip: Use 1% Lookalike Audiences based on your actual “Purchase” data from your pixel. This ensures your ad set hits people with a proven track record of spending money, rather than just “window shoppers.”

What are the best placements for Facebook ad sets?

Where your ad appears is just as important as who sees it. While Advantage+ Placements (letting Facebook decide) is generally recommended for most campaigns, certain goals require a surgical touch.

For our high-ticket clients at Bizmartek, we often manually refine placements. We prioritize Facebook/Instagram Feeds and Reels because these have the highest engagement and “stopping power.” We often disable “Audience Network” for conversion campaigns, as it can sometimes lead to accidental clicks and wasted budget on low-quality mobile apps.

How do I avoid audience overlap in my Facebook ad sets?

Audience Overlap is a silent killer. It happens when two different ad sets in your account are trying to reach the same person. This causes you to bid against yourself, driving up your costs.

The Bizmartek Prevention Plan:

  1. The Overlap Tool: We use Meta’s internal tools to check the percentage of overlap between your audiences.

  2. Exclusions: In every “New Customer” ad set, we explicitly exclude your existing customers and website visitors. This ensures every Naira is spent finding new business, while your retargeting ad set handles the warm leads.

The Strategy: Campaign Budget Optimization (CBO)

The first thing you have to use is the Campaign Budget Optimization (CBO).

I explained earlier that ads are in three stages: campaign, ad set, and ad level. The campaign level is where you choose the objective of your ad.

  • If your goal is to make sales, you use the Sales objective.
  • If your goal is to get engagement (likes, comments, shares), you go for Engagement.
  • If you want to gather leads, you can use the Lead objective.

Apart from setting your objective, there is another setting there called Campaign Budget Optimization. This is just a button that you toggle on. By default, it is off, so you must put it on.

What this does is allow you to set the budget you want for your entire campaign.

The goal of this strategy is to use different types of content. Instead of the mistake of using just one beautiful content, we are using different types:

  1. Graphic content
  2. Video content
  3. Carousel

The idea is to put all this content into that campaign and let the algorithm decide the best-performing content. The content that performs best will be the one that gets picked. Every other content that is underperforming will be paused or stopped, and the budget will be allocated to that best-performing ad.

That is the whole point of this strategy.

Step 1: Set Up Your Campaign & CBO Budget

cbo 1

First, set up your campaign by turning on the Campaign Budget Optimization setting.

Once you turn that on, it’s going to ask for your budget. I usually advise you start with three creatives (e.g., a video, a graphic, and a carousel).

At Bizmartek, we usually test with at least 2,000 to 3,000 Naira per day for each creative you want to use.

Example Budget: * You want to test 3 creatives (video, graphic, carousel).

  • Budget per creative: 3,000 Naira/day. * Total CBO Budget: 9,000 Naira/day (plus tax, maybe 10,000 Naira).

This 10,000 Naira will be your daily budget at the campaign level, and it will be shared among all the ad sets you create.

Step 2: Create Your First Ad Set and Ad

cbo 2

Now, create your first ad set just like you normally would.

  1. Go to the Ad Set Level.

  2. Name your ad set (e.g., “Ad Set 1 – Video”).

  3. Set your audience, start date, end date, and all other settings.

  4. Go to the Ad Level.

  5. Input your first creative (e.g., the video) and your caption (primary text).

  6. Set up everything else correctly.

The idea here is to keep every other thing constant (audience, dates, etc.). The only thing we will be changing is the ad creative.

Step 3: Duplicate Your Ad Set

cbo 3

Now, this is the defining moment. After you are done setting up that first ad set, click on Duplicate.

If you are testing three creatives, duplicate it into two copies. You will now have three identical ad sets:

  1. The original (with the video).

  2. Copy 1.

  3. Copy 2

Step 4: Change the Creatives in the Duplicates

cbo 4

Go into the copies you just made and change only the creative.

  1. Go to “Copy 1”: Rename it (e.g., “Ad Set 2 – Graphic”) so you can identify it. Go to the Ad Level inside this ad set. Remove the video and put in your graphic. Do not change any other settings.

  2. Go to “Copy 2”: Rename it (e.g., “Ad Set 3 – Carousel”). Go to the Ad Level. Remove the video and add the carousel there.

You have now successfully created three different ad sets, each with a different creative but the exact same audience and settings.

Step 5: Publish from the Campaign Level

cbo 5

This is the last step. Go back to the Campaign Level and click on Publish.

If you publish at the ad set level, it might only publish one, and you’ll have to go back and manually publish the others. Publishing from the campaign level ensures all ad sets inside it are published together.

What Happens Next? You Find the Winner.

You have now successfully created three different ad sets under your campaign.

The algorithm is now going to let the three ad sets (and their different content) compete for the CBO budget you set.

When the results start coming in, you can check the data to see which one is the winning ad set. Over the course of about four days, you should be able to pick the winner.

You can then choose to stop the remaining, underperforming ad sets and divert the entire budget into that one winning ad set.

This is how you do it. You are not wasting money by gambling on only one ad. This strategy allows you to know which content is actually getting the result you want. Then you can double down on that content to get more results.
